India reimposes anti-dumping duty of up to $681 per tonne on Chinese titanium dioxide

India has reimposed anti-dumping duty of $460 to $681 per metric tonne on specified imports of titanium dioxide from China for five years, the Finance Ministry notified, following fresh findings by the Directorate General of Trade Remedies (DGTR) that the imports were dumped in the Indian market and had caused injury to the domestic industry. The DGTR, in its final findings dated August 3, 2026, concluded that titanium dioxide originating in or exported from China was being imported into India at dumped prices. It also found that the domestic industry had suffered material injury and faced a threat of injury due to the dumped imports, and recommended the imposition of anti-dumping duty.

Titanium dioxide anti-dumping duty: Rates and producers The notification covers specified titanium dioxide imports falling under customs tariff items 2823 00 10, 3206 11 10 and 3206 11 90. The duty has been set at $609 per metric tonne for Anhui Gold Star Titanium Dioxide (Group) and $563 per metric tonne for Anhui Gold Star Titanium Dioxide Trading, Shandong Jinhai Titanium Resources Technology and Shandong Xianghai Titanium. A duty of $460 per metric tonne will apply to specified producers, including LB Xiangyang Titanium Industry, LB Sichuan Titanium Industry, LB Lufeng Titanium Industry, LB Group and Henan Billions Advanced Material Non-sampled cooperative producers will face a duty of $510 per metric tonne.

The highest rate of $681 per metric tonne will apply to other specified producer and import categories, including goods originating in China but exported through another country, as well as goods originating in another country but exported from China. Importers seeking producer-specific duty rates must present a valid commercial invoice containing a dated and signed declaration identifying the manufacturer and confirming the relevant details. If the required declaration is not provided, the duty applicable to other producers will apply.

Which titanium dioxide imports are exempt? The notification excludes specified titanium dioxide products used in food additives, pharmaceutical tablet film coatings, cosmetics and sunscreens, as well as textile and fibre production. Certain nano or ultrafine titanium dioxide with a particle size below 100 nanometres, used in specified textile and paint applications, is also excluded.

However, the textile exclusion does not cover titanium dioxide used as a pigment for printing on textiles, garments, cloth or fabric, the notification stated. Background: India’s anti-dumping duties on Chinese titanium dioxide The original anti-dumping investigation into titanium dioxide imports from China was initiated on July 8, 2015. Provisional duties were imposed in May 2016, followed by definitive duties in February 2017.

After a sunset review, the government continued the duties for five years through a notification dated October 28, 2021. The DGTR initiated a second sunset review on March 20, 2026, to examine the likelihood of continuation or recurrence of dumping and injury. Pending the conclusion of that review, the existing duties were extended for three months through a notification dated July 6, 2026, and were scheduled to expire on January 27, 2027.
